The Chair

The duties of the Chair are currently being covered by Deputy Chair Len Jackson.

He has responsibility for ensuring the Commission meets its statutory responsibilities as a public body and is accountable to the Home Secretary.

Commission

The Commission is the governing board of the IPCC. It holds collective responsibility for governance of the Commission including oversight of the Executive.

As public office holders, operational Commissioners oversee and take ultimate responsibility for IPCC investigations, casework and the promotion of public confidence in the complaints system (known as guardianship).

Operational Commissioners, in making decisions on individual cases, act under the delegated authority of the Commission.

All appointments, which are full time and non-executive, were made through an open competition. The IPCC also has two part time non-executive Commissioners. They are responsible for providing objective scrutiny and taking responsibility for those areas in which full time Commissioners, because of their operational role, might have a conflict of interest.

By law, no member of the Commission may have served as a police officer.

Commissioners

All Commissioners (including Deputy Chairs) are appointed by the Home Secretary.

The Deputy Chairs have policy and casework responsibilities. Operational Commissioners work from one of the IPCC offices in England and Wales and hold prime responsibility for designated police forces and other agencies subject to IPCC oversight.

Additionally, many Commissioners act as policy champions on specific issues/topics.

Commissioners’ Code of Conduct

The Commissioners Code of Conduct provides that Commissioners should declare any personal or business interest that may influence judgement or appear to influence judgement.

It also provides that the Commissioners’ register of interests should be open to the public and kept up to date.
