Making a complaint as a police officer
The Police Reform Act 2002 is concerned solely with complaints
from members of the public.
Complaints by the Police
Police officers cannot make a complaint against a member of
their own force or another force arising from their own operational duty - they should raise concerns
through management channels and they have a general responsibility to do so. If they were off-duty at
the time they can make a complaint against a member of another police force. A former officer (who has
retired, resigned or been dismissed from a police force) cannot make a complaint about someone in relation
to an incident that happened during the time they worked in that force.
The Statutory Guidance provides further details about this under Complaints
by Police and Reporting Concerns by the Police.
