Information for police staff

The complaints system, in addition to police officers, covers all police staff in a wide variety of roles including:

  • custody staff
  • Police Community Support Officers (PCSOs)
  • administration, clerical, front counter and reception staff
  • forensic crime scene investigation and fingerprint staff
  • special constables
  • designated contracted escort and detention officers

Members of police staff have taken on increased responsibilities and it is important that the public know how these staff are held accountable for their conduct.

Contractual terms for police staff vary from force to force. From 1 December 2008, the Police Staff Council of UNISON agreed Standards of Professional Behaviour that apply to police staff in England and Wales.*

The IPCC, UNISON and the Public and Commercial Services Union (PCS) have worked together to produce information for police staff that come into contact with the police complaints system.

This leaflet was reissued in April 2008. It provides information on the role of the IPCC in the police complaints system, the processes by which complaints are handled and how the IPCC relates to police staff.

* The PCS represents police staff working within the Metropolitan Police Service. The Standards of Professional Behaviour are not applicable to them.
