Inspecting the complaints system
The IPCC's inspection and monitoring function is an integral part of its guardianship role of the police complaints system.
The Commission set out its thinking on how this is developing in a paper at the March 2004 Commission, 'Building confidence in the police complaints system through inspection and sharing good practice' (pdf).
Work is underway to develop the IPCC’s inspection function within the context of guardianship.
Her Majesty Inspectorate of the Constabulary (HMIC) also has powers to inspect Professional Standards Departments (PSD's) and the police complaints system.
A comprehensive inspection of all PSD's took place in October 2005 by HMIC. The IPCC was part of the advisory group (that also includes the APA and ACPO) which worked with HMIC on the framework for HMIC's Autumn 05 PSD inspection.
IPCCs and HMICs powers to inspect the complaints system are set out under section 10, 17 and 18 of the Police Reform Act 2002.
