Unauthorised disclosure of material from the IPCC investigation in August 2005

A junior member of IPCC administration staff gave confidential information from the investigation to ITN in August 2005. Her role in the investigation was to type information into the investigation database to enable it to be disclosed properly at the subsequent trial and inquest.   

The IPCC apologised for this breach of its security and asked Bill Taylor, a former Her Majesty’s Inspector of Constabulary for Scotland, to review the overall effectiveness of the IPCC's security arrangements.

The staff member was suspended, but resigned from the organisation before disciplinary proceedings could be concluded. The IPCC asked Leicestershire Constabulary to investigate whether any criminal offences had been committed. No criminal charges were brought. We are confident that this was the only unauthorised disclosure from the investigation for which the IPCC, or any members of its staff, was responsible.   

Many changes have been made to IPCC security as a result of this incident and the Commission’s staff are now covered by the Official Secrets Act.
