The IPCC and the inquest

The IPCC report was given to John Sampson H M Coroner for London (Inner South). Sir Michael Wright was appointed to act as Coroner for the inquest. The IPCC worked closely with the coroner’s office throughout, and also with the solicitors appointed to the inquest.  

The IPCC has been impartial in the inquest and was neutral on the issue of what verdict should be left to the jury to consider.

Alteration of a note made in 2005

During the inquest, surveillance officer Owen told the inquest that he had altered a note that he made in 2005. Investigators from the IPCC’s Wakefield office will now complete their independent investigation into the circumstances of this alteration.

Missing CCTV on the Underground

The IPCC fully investigated why some CCTV evidence was missing.  Two five-minute segments had not recorded on the bus.  Additionally CCTV recording equipment was not functioning properly on Stockwell underground station and the hard drive had not been replaced on the underground train after being removed as part of the investigation into the bombings on 7 July 2005.  

The IPCC investigation concluded that ‘given the significance of CCTV evidence in criminal investigations and the widespread use of CCTV on public transport systems, the amount of potential evidence that is missing is a matter of concern. From the independent evidence available, it is the opinion of the IPCC senior investigator that no CCTV material has been destroyed and there is no evidence of a cover-up to withhold this evidence from the investigation.’  See Stockwell 1 report sections 8.1 to 8.31.
