Discrimination Guidelines
The IPCC has now published its guidelines: Dealing with allegations of discriminatory behaviour. These guidelines replace the previous guidance published by the Police Complaints Authority, Investigating allegations of racially discriminatory behaviour, endorsed by the IPCC in its 2005 Statutory Guidance. The guidelines are available in both English and Welsh and we have sent them to police forces, SOCA, HMRC and UKBA. The IPCC will expect the guidelines to be used for both the wider consideration of discrimination allegations and, where required, investigation into allegations of discriminatory behaviour.
The IPCC committed to producing these guidelines because of the importance we place on valuing diversity and concerns about discrimination. The guidelines should be used by all those responsible for handling police complaints where there is alleged discrimination, providing guidance on both the investigation of allegations of discriminatory behaviour and wider handling arrangements – including Local Resolution – across the main strands of diversity.
The IPCC consulted with the police service, non-police organisations and IPCC staff to develop the guidelines (see document on feedback from the consultation below). The IPCC believes that the process of consultation has produced guidance that will be of value, which is reflected in the feedback from the consultation.
