How did the IPCC consult on drawing up its Race Equality Scheme?

The IPCC is a new organisation and we wanted to use the experience of drawing up our race equality scheme to find out how best to talk to people about race equality.  This has started to form how we will talk to people about impact assessing policies over the life-time of the scheme.

Information about the development of our race equality scheme was available on our website from March 2005, and new information was added as the scheme was being developed internally.

However, we were concerned that simply having information available for people to feed back on would not really help us engage with different stakeholders.  We therefore held face-to-face meetings, either incorporated into other activities or specific focus groups with regional representatives.  We used these to engage with people who had an interest in the work of the IPCC and specifically an interest in policing and race equality.

The focus groups covered three main areas of work – general thoughts about race and policing, IPCC priorities around race equality, and how to continue to engage with people on race equality.

We were most interested in starting a real dialogue with people around race issues, so consultation both internally and externally focused on thinking about race equality and our work, rather than asking people to go through the detail of a draft scheme.  A draft scheme was available for comment externally in May and the final scheme was published as a pdf on 31 May 2005.

We learned many things from consulting on the scheme - some of these have become guidance for people on how to consult going forward.  Some of these are around ways we could have better drawn up the scheme itself. Take a look at our most recent newsletter that has been sent out to the stakeholders that we consulted. Our intention is to amend the scheme as and when we need to with input from stakeholders.  Consultation will also be a key part of the Scheme’s annual review.
